Korea is a country with developed agriculture based on technology. Currently, the Korean Government focuses its agricultural policies towards applying the creative economy to agriculture and food to increase added value in these industries; establish a secure, solid social network in terms of income and farm management; promote welfare to make the countryside an area with good living conditions; establish a distribution structure that satisfies both consumers and producers; provide safe agricultural and livestock products.

Regarding land policy, the Government encourages and facilitates the maximum use of the existing land fund, while ensuring the maintenance of soil fertility and the principle of "Plowers have fields". Land is privately owned. Owners of agricultural land are required to use the land for agricultural production and must not leave it fallow for more than one year. Owners of non-agricultural land, but still want to own, can entrust a land bank for lease. When authorizing a lease, the land owner will be exempt from the relevant taxes. Korea abolished the agricultural land tenure in 1999 to facilitate the expansion of production scale. However, the current arable land is only 1.54 ha/household.
